Ripple’s Chief Technology Officer, David Schwartz, has publicly criticized the American Bankers Association (ABA) for urging regulators to halt the approval of crypto bank licenses. Schwartz stated that legacy financial institutions would “stop progress entirely” if they had the power to do so. His comments directly responded to the ABA’s call to freeze licenses for blockchain firms such as Ripple and Circle.
Ripple Targets U.S. Banking Integration
Ripple recently took a bold step toward embedding itself within the U.S. financial system. On July 3, the blockchain firm submitted two critical applications one for a national banking license and another for a Federal Reserve master account. Ripple filed both applications through Standard Custody, a trust company it acquired in 2023.
I often joke that successful incumbents would pause all progress if they could.

By doing so, Ripple aims to access core banking infrastructure and streamline its operations with Fed-level payment systems. This move, if approved, would place Ripple alongside traditional banks in terms of operational capability and institutional access.

Despite Ripple’s legal compliance and financial positioning, the banking industry has mounted resistance. The ABA’s recent letter to regulators appears designed to delay or derail Ripple’s integration. While the ABA frames its concerns around regulatory prudence, Schwartz argues that their motivation stems from fear not policy. He suggested that these institutions want to protect their dominance rather than ensure safety or oversight.
A Defining Moment for U.S. Financial Policy
This brewing conflict goes beyond Ripple’s licensing bid. It raises broader questions about whether blockchain-native firms can access the same financial tools as their traditional counterparts. Ripple’s filings place the Office of the Comptroller of the Currency (OCC) and the Federal Reserve in a critical position. These regulators must now decide whether to welcome innovation or shield incumbents.

As the regulatory review unfolds, Ripple’s stance remains clear. The company wants full access to the U.S. financial system, and its CTO is unafraid to call out resistance from established players. For the crypto industry, the outcome could set a powerful precedent either opening the gates to financial parity or reinforcing the old guard’s control.
